Frances Renee Dampier has been a devoted member of the ILA since 1986 and has served in both office and dockside roles, including Office Manager, Sub-Header, and the first female Porter Header of Local 1359-1860. As the first female President in the South Atlantic Gulf Coast District, she leads with compassion, fairness, and hands-on experience. She implemented modern systems for transparency, strengthened the Local’s finances, won numerous NLRB cases, and helped secure the largest contract in ILA history. Frances remains committed to serving the members, supporting the community, and continuing the work to move Local 1359-1860 forward.

The Work Is NOT Finished!
I am running for President again because I was not able to serve to my full potential during the 18 months our Local was under trusteeship. Even with those limitations, we made real progress, but there is much more ahead of us.
Given the opportunity to serve you again, I am committed to finishing the work we started. Together, we can strengthen Local 1359-1860 and elevate it into the model Local it is meant to be, one that stands above the rest in unity, professionalism, and purpose.
Re-electing me means you will continue to have a President who is present and accountable in all places our members need leadership including on the docks and in the office. We will keep creating memories that unite us and strengthen us as a family of longshore workers.
Our community involvement will continue to grow, because nothing compares to seeing the joy on the faces of the people we serve.
